Application behavior matters because consumers often use much less sunscreen than testing conditions assume. The AAD reports that many people apply only 25%–50% of the recommended amount, while most adults need about 1 ounce to cover exposed body skin. For the face, its current guidance recommends at least 1 teaspoon, with reapplication every 2 hours outdoors.

A sunscreen can pass an SPF test and still perform poorly as a commercial product if users dislike the texture enough to apply too little or avoid reapplication.

That gap gives custom development a practical purpose. Those quantities can inform package size, usage directions, product-page education, and anticipated repurchase frequency.

A brand developing its first custom sunscreen can therefore move through a measurable sequence: define the user and application setting, establish SPF and broad-spectrum targets, select the UV-filter approach, set texture and finish specifications, choose packaging, produce laboratory samples, test the finished formula, verify stability and compatibility, complete compliant labeling, and scale production only after the product meets the required specifications. In the U.S., the regulatory benchmark remains tied to OTC sunscreen requirements rather than ordinary cosmetic development, so formulation, testing, manufacturing, and labeling need to be planned together from the first production brief.
